A Two-Day Forum «Implementing National Projects in the Territory of the Chuvash Republic» Ended in Cheboksary

On the 13^th of April a two-day forum "Implementing national projects in territory of the Chuvash Republic" ended in Cheboksary, it took place at I. N. Ulianov Chuvash State University and was devoted to organizational and managerial issues in implementing federal projects under May decree of the President of the Russian Federation.

After lectures and theoretical classes, held on the eve for municipal heads, the work of the second day was scheduled in the format of round tables in sections on specific national projects: "Education", "Small and medium-sized entrepreneurship and support for individual entrepreneurial initiatives», «Housing and urban environmernt», «Demographics». Their moderators were the heads of line ministries, heads of enterprises and organizations of the Republic, representatives of business supporting institutions, universities, non-governmental organizations worked as experts and trainers in sections.

During the discussion, round tables participants identified the main obstacles in implementing national projects and discussed the ways to solve existing problems. All elaborated proposals will be taken into account by relevant Ministers to be used in their ongoing work or to be implemented in the long run.

Summing up the work of the Forum, the head of Chuvashia Mikhail Ignatiev stressed that there was a useful and interesting exchange of information. As part of elaborating an effective strategy to implement national projects, the seminar provided an opportunity for Ministers and heads of municipal administrations to discuss all issues at the horizontal level, to get answers to their questions directly to improve law enforcement practice.

«Representatives of Chuvashia’s management team worked to elaborate an action plan for implementing national projects in the most effective way, taking into account available resources and competences, to lay mission and responsibility on functionaries in their teams on branch and on territorial principle. Every state and municipal employee must have a clear understanding of how to solve the task, everyone must hear each other, not to waste time and work on results and deeds. The budget provides funding. Blurring of responsibility, responsibilities’ overlapping must not be allowed», said the head of the Republic.

Discussing the outcomes, the round tables considered conditions for forming a strong and socially responsible business community. They set tasks for effective using the opportunities of sports complexes, including attracting coaches of youth athletic centers to increase the number of citizens engaged in sports. Special attention was paid to strengthening the activities of local self-government bodies in the framework of the programme for sustainable development of rural areas, including the work on projects based on local initiatives of citizens.

The Forum participants thanked the head of Chuvashia and the government of the Republic for hosting the platform for intensive collaboration, for the oportunity to discuss solutions to actual problems in brainstorming mode.

10 ChuvSU Representatives Entered the Expert Commission of the Federal Agency for Youth Affairs

The results of the contest for forming the Expert Commission of the All-Russian competition of youth projects within the Federal Agency for Youth Affairs are summed up.

From the 25^th of February to the 17^th of March 2019 the Federal Agency for Youth Affairs accepted applications for the Contest for forming an Expert Committee. The contest was held in order to attract new skilled professionals to examine new projects and to enhance the transparency in the assessment procedure of youth projects. A total of 840 applications were submitted from all over the country, 494 persons were approved to be members of the Commission.

I. N. Ulianov Chuvash State University sent 10 representatives to take part in the contest; all applicants confirmed their competences and became part of the Expert Commission. It should be noted that it is for the first time that the University is represented by such a large number of Agency examiners.

On the 10^th of April the delegation of I. N. Ulianov Chuvash State University headed by the Rector of the University A. Yu. Aleksandrov in the territory ofAll-Union Exhibition of National EconomyAchievements participated in Moscow International Salon of Education-2019. This year, the Salon events discussed national projects in areas of Russia’s strategic development. They represented all levels of education, as well as supplementary and corporate education, vocational orientation, identification, development and support of gifted children, organization of children's rest and their health improving, inclusive technologies in education, retraining programmes, as well as best educational equipment and technologies to support learning and development of children and adults in Russia and abroad.

From the 2^nd to the 5^th of April 2019 the University held sittings of sections as part of the All-Russian Scientific Student Conference («Science Week-2019») in technical, humanitarian and natural sciences devoted to the 550^th anniversary of Cheboksary. Foreign students from 46 countries did their part in scientific research conducted at the Chuvash State University.

During the sittings of sections at the department of social and clinical psychology English-speaking students from Egypt, Turkmenistan, Iran, Iraq, other countries shared the results of their research along with Russian students.

The most interesting reports were devoted to the phenomenon of procrastination, pre-clinical manifestations of nomophobia, to psychological problems of longevity. The jury awarded with prizes Ahmed Yara Osama Araf Ali and Abdelfattakh Noor Mokhamed Ramadan (Egypt), Dilafruz Mengelieva (Turkmenistan), Sabirov Mukhammedali (Turkmenistan).

Animation Classes «German in the Suitcase» – Exciting and Informative!

On the 4^th and the 5^th of April 2019 animated lessons “German in the suitcase” were held at the Chuvash State University in the framework of the German language and culture festival. Classes were given by Coordinator of Goethe-Institute Resource Center at Chuvash Republican Institute of Education, the project manager in the Chuvash Republic “German is the first second foreign language” V.Yu. Kirillova.

The participants of the playing activities were students and teachers of different ChuvSU faculties, who had not studied German previously or had forgotten it (with "sleeping" in German). While playing they learned to greet each other, to meet and say goodbye in German, learned new words and many interesting facts about Germany.

"German in the suitcase" is not a random name. This is a big green suitcase where "magic" interactive games and educational materials developed by the Goethe-Institute, are stored, they help to teach the German language to all the comers regardless of their age. At the end of animated lessons, students received small prizes and noted that success in learning a foreign language is largely dependent on the methods of its teaching.

Cheboksary «ChuvSU-Atlanta» Set a New Record in Performance for One Team and Won the Biggest Victory in the History of the Tournament

In the Last-64 stage semi-final of Belov League in Cheboksary the local team «ChuvSU-Atlanta» defeated the team of Vyatka Agricultural Academy from Kirov with a score 153:29. 153 points during one game is a new record for a single team in Belov League. «ChuvSU-Atlanta» buried 47% of shots in the game (34% from beyond the arc), 91% from the penalty shot line. All 9 players playing in Cheboksary team scored 10+ points. «ChuvSU-Atlanta» updated another record of Belov League – this victory became the largest in tournament history. It is noteworthy that the previous record lasted only a week.

The Festival of the German Language and Culture is Open!

Today in the Assembly Hall of building «G» of I. N. Ulianov Chuvash State University an opening ceremony of the Festival of the German language and culture took place. It was held both in the Russian and the German languages. "The Festival is our contribution to strengthening friendly relations between Russia, Germany and Chuvashia, because in modern society a dialogue of cultures, mutual interest and respect to the language, traditions and history of the peoples are the basis of well-being for all the mankind. Studying foreign languages and culture, people discover for themselves a new and wonderful world’, stressed the presenters.

The Festival began with a performance of folk instruments orchestra directed by the head of instrumental performance and conducting department at ChuvSU Arts Faculty N.I. Ivanova. A laureate of an international competition Oleg Egorov performed a "Concert piece" for a button accordion accompanied by an orchestra. Performances of the student of Cheboksary arts school # 2 Semyon Alexeyev, People's Artist of the Chuvash Republic, associate professor at the Arts Faculty Augusta Ulyandina and the ethno-folk-group «Yardy», the song in the German language «Tell me where those flowers are» by Karina Timofeeva were greeted with thunderous applause.

Greeting the participants of the Festival, the University Rector, A. Yu. Aleksandrov, highly appreciated the value of this kind of cultural forums in strengthening mutual understanding between peoples and countries, in developing mutually beneficial cooperation in the fields of education, science and culture. Undoubtedly, the Festival will become a part of cultural life in the multinational Chuvash Republic.

The chief specialist of professional education and science department at the Chuvash Republic Ministry of education and youth policy, Yu. N. Surkova, wished the festival’s participants fruitful work.

In response, the Attaché of the Embassy of the Federal Republic of Germany in Russia Mrs. Fredericke Haberland thanked the leadership of the Republic and the University for organizing the festival of the German language and culture in the Chuvash Republic; she noted the important role of the festival in strengthening friendship between peoples.

The Rector of the Chuvash Republic Institute of Education Y.N. Isayev said that Goethe German Cultural Center (Goethe-Institute) in Moscow in conjunction with the German language Resource Center at ChRIE successfully implements the project "German as the first second foreign language" in educational organizations of the Chuvash Republic. The aim of the project is to support educational organizations willing to introduce German as a second foreign language in their curricula.

The head of the resource centre at Goethe-Institute V.Yu. Kirillova, the Dean of foreign languages faculty, M.V. Emelyanova, the Dean of Russian philology and journalism faculty and the manager of the project "Festival of the German language and culture in the Chuvash Republic-2019» A. M. Ivanova also stressed the importance of studying foreign languages in modern conditions.

In the end of the meeting, viewers were entertained by performances of students.

The Rector’s Working Meetings

The international forum "Universities, Society and the Future of Humanity" is hosted by Lomonosov Moscow State University. The Rector of I. N. Ulianov Chuvash State University, A.Yu. Aleksandrov takes part in its work. On the 25^th of at March he held working meetings with the heads of the leading universities of Russia and CIS countries. In particular, during negotiations with the Rector of Kazakh National University named after Al-Farabi, Mutanov G.M., and the Rector of the National University of Uzbekistan A. R. Marakhimov the parties discussed issues of implementing innovative projects in the field of training the staff with higher education and issues of conducting joint research.

Historical Science and Education: the Past, the Present and the Future. IV Smirnov's Readings

I.N. Ulianov Chuvash State University hosted the All-Russian scientific conference "Historical Science and Education: the Past, the Present and the Future. IV Smirnov's Readings", dedicated to the memory of Holder of Habilitation degree in History, Professor, Yuri Petrovich Smirnov.

Participants of the plenary meeting were welcomed by Pro-Rector on scientific work E.N. Kadyshev, the Dean of historical-geographical faculty, O.N. Shirokov, the head of the Department for records management, information resources and support historical disciplines M. Yu. Kharitonov. Honorable guests of the Conference were veterans of the historical-geographical faculty, who worked for many years in the walls of the Chuvash State University – Associate Professor I.I. Demidova and Professor T. S. Sergeev. The central themes of discussion were memories of the faculty teachers, those who stood at its origins, who worked at I. N. Ulianov Chuvash State University. 

As part of the Conference a round table was organized which was devoted to the 100^th anniversary of the teachers of the USSR history department, PhD in History, associate professor V.l. Kuzmina and PhD in History, associate professor D.M. Makarova.

Students Shared Their Experience of Participating in the New Format Academic Olympiad

On the 18^th of March the University Rector, A. Yu. Aleksandrov, met with participants of the final round of the academic Olympiad, "I'm a Professional” of 2018/2019 academic year. The moderator of the meeting was the head of ChuvSU Center for working with the gifted youth D. A. Troeshestova.

The Rector A. Yu. Aleksandrov thanked the students for their project activities, pointed out the importance of participation in academic Olympiads for forming professional competences and skills to work in a team. "We consider personal growth of each student as the success of the University team as a whole’, said Andrey Yurevich.

Students Andrey Nikolayev (Faculty of Computer Science and Computer Engineering), Alexandra Nefedova (Construction Engineering Faculty), Ekaterina Levkhina (Faculty of Economics), Galina Putilova (Faculty of Russian and Chuvash of Philology and Journalism) made presentations of their projects, told about studying in winter schools, which were organized in various cities of the country, answered questions from the participants. The students thanked the University for material and moral support of the Olympiads’ participants and expressed their wish to show activity in such projects in the following academic years.

BACKGROUND:

"I am a Professional" is an broad-scale new format Academic Olympiad for students of different specialties: technical, humanitarian and natural science. This is one of the flagship projects of the open platform «Russia is a country of opportunities», supported by the President of the Russian Federation V.V. Putin.

Undergraduate and graduate students as well as recent graduates are invited to participate in the Olympiad. Attendanceisfreeforall. The organizers of the Academic Olympiad "I am a Professional" are Association of Students’ Academic Olympiads Organizers "I am a Professional" , Employers’ Union “Russian Union of industrialists and entrepreneurs” and 21 leading higher education institutions of Russia.

The qualifying online stage of the Academic Olympiad was attended by more than 500 ChuvSU students, 71 of them passed to the final round, 66 students were invited to the Winter Schools. The leading areas of focus in terms of participants’ number in the final round for ChuvSU was "Construction Engineering", the second place was shared by "Mathematics" and "Programming and Information Technologies”, they were followed by "Philology".

Representatives of the Chuvash State University Visited the Technology Park "Zhiguli Valley"

A record number of participants – more than 700 people – registered for participating in the All-Russian Open Innovations Startup Tour in Togliatti, a large-scale project to search for promising startups in the regions. 248 applications from 10 regions of Russia were received to take part in the competition of innovation projects. According to the results of peer selection 32 startups passed to the semifinals. The participants competed in three competitive areas of focus – biotechnology in medicine and agriculture, industrial and energy technologies and information technologies.

Within the framework of the educational program Startup Tour the technology park "Zhiguli Valley" was visited by the head of ChuvSU innovation-implementation  centre R.I. Aleksandrov and the head of business incubator V.V. Ivanov, as well as students of Applied Mathematics, Physics and Information Technology Faculty, the Faculty of engineering. They visited a number of lectures and master-classes of federal experts.

In 2019 Chuvashia among 16 regions of Russia Will Receive a Subsidy from the Federal Budget for Establishing and Development the Centre for Gifted Children

On the 12^th of March 12 the head of the Chuvash Republic Mikhail Ignatiev took part in the meeting of the Council with the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District. The event, chaired by the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Igor Komarov, was held in the House of Peoples ' Friendship in Izhevsk (Udmurt Republic).

The theme of the meetings were issues of implementing activities to identify, support, develop abilities and talents of young people and their personnel advancement in the VFD. Deputy Minister of education of the Russian Federation Irina Potekhina took part in discussing these topics.

Opening the session of the Council, the President’s Plenipotentiary Representative, Igor Komarov, stressed that creating an effective system for working with the gifted children and young people is one of the key objectives for education development in 2019-2024 which was set out in the Decree of the President of Russia Vladimir Putin № 204 dated May 7, 2018.

Vice Minister of Education of the Russian Federation Irina Potekhina noted that the key role in involving children in the system of talents support belongs to the Federal project "Success of every Child", which aims at developing the system of supplementary education.

In the Volga Federal District the work on searching and developing the talented youth is well organized. In regions ranking by the results of the all-Russian Olympiad five best results belong to the VFD regions (the 2^nd place-Republic of Mordovia, the 3^rd place – Udmurt Republic, the 4^th place – the Republic of Tatarstan, the 10^th place  –  the Chuvash Republic).

It was noted that in 2019 the RF Ministry of education will provide 16 subject of the Russian Federation with grants for creating and developing Centers for the gifted children. «Among them there are five VFD regions -- Bashkortostan and Mordovia, the Udmurt and the Chuvash Republic, Nizhny Novgorod region», -- said the head of Udmurtia. The report also gave a positive assessment to experience in mentoring and career-guidance activities at I. N. Ulianov ChuvSU where Academic Olympiads «Hope of Chuvashia’s Electrical Engineering» and «Hope of Chuvashia’s Mechanical Engineering» are held.

It should be noted that in 2019 basing on the outcomes of the contest for granting subsidies from the federal budget Children's Technopark «Kvantorium», Novocheboksarsk, «IT-cube» in Kanash, the Center for developing advanced competencies of children on the basis of FFSBEI HE «I. N. Ulianov ChuvSU» will be created. The Republic will also have a Resource Center on supporting volunteering in the field of safety culture and elimination of natural disasters’ consequences.

Presentation of the Chuvash State University at Anqing Higher Medical College (China)

On the 12^th of March 12, presentation of I. N. Ulianov Chuvash State University was successfully made at Anqing higher medical college (China, Anhui, the town of Anqing). The presentation was attended by the Deputy Mayor of the town of Anqing, Wang Ayvou, the Rector Lee Weiping, the General Secretary of the College Party Committee Yang Czinkuy. The signing ceremony was also attended by the city and the University authorities.

A tour aroung the College was followed by the lecture "Ultrasonic Diagnosis of Gastric Pathology" delivered by the Dean of ChuvSU Medical Faculty, V.N. Diomidova, which was of great interest for teachers and students. Many questions were asked. At the end of the meeting, the members of our University’s delegation were interviewed by the local television.

Agreement on Cooperation and Partnership

An agreement on cooperation and partnership between I. N. Ulianov Chuvash State University and the National Library of the Chuvash Republic was reached. The document was signed by the Rector, A. Yu. Aleksandrov, and the Director of the National Library, S.M. Starikova.

The agreement provides for information culture forming, support and promotion of research works, organizing and conducting research and outreach activities. Joint efforts of the University and the library are aimed at creating a unified information, scientific, educational, cultural and educational environment of the Chuvash Republic, at developing scientific, educational and cultural relations, implementing joint projects and initiatives; all this will ultimately contribute to quality training.

The Head of Chuvashia Awarded the Champion of XXIX World Winter Universiade Lana Prusakova and her coach Nikita Vasiliev with the Medal “For Merit to the Chuvash Republic”

On the 11^th of March at the Government House, the head of the Chuvash Republic Mikhail Ignatyev met with participants of the World Winter Universiade Lana Prusakova and Dmitry Mulendeev. The meeting was also attended by the Minister of physical culture and sport of the Chuvash Republic Mikhail Bogaratov, the head coach of the national team of the Russian Federation in freestyle Nikita Vasiliev, the head coach of the Chuvash Republic national team Valery Vasiliev, Director of BI "Short № 2" of the Chuvash Ministry of Sport, Nikolay Nikolayev, as well as the grandfather of Lana Prusakova, Yury Abramov.

The head of the Chuvashia Mikhail Ignatyev congratulated Lana Prusakova with the gold medal of the XXIX World Winter Universiade in Krasnoyarsk. Trainee of ski mountaineering and freestyle department of the Sports School of Olympic Reserve № 2 of the Chuvash Ministry of Sport won a victory in slopestyle.

"You are a good egg! You organized yourself and showed the world what you are capable of, – the head of the region addressed to the girl. – People of Chuvashia and the whole sporting community rejoice your victory”.

In the men's part of the finals the best result among the Russians was shown by c a student of I. N. Ulianov ChuvSU Medical Faculty Dmitry Mulendeev, who took the fifth place. The head of the Chuvashia noted the great potential of the young man and wished him all the best for future victories.

Mikhail Ignatyev thanked coaches separately, stressing that training athletes is a very responsible work.

During the conversation, Lana Prusakova and other athletes asked the head of Chuvashia to improve the material and technical base of ski slopes where they train during home workouts. For full-scale trainings and maintaining the level of sports training there are not enough specialized sports facilities.

Mikhail Ignatyev was sensitive to the athletes’ request, noting that following the example of the guys even more young people will want to try their hand at extreme sports.

At the end of the meeting, Mikhail Ignatyev awarded the senior coach of the Russian Federation in freestyle Nikita Vasiliev and the Champion of World Winter Universiade Lana Prusakova with the Medal of the order “For merit to the Chuvash Republic”.

Dmitry Mulendeev and Valery Vasiliev received Letters of Gratitude and custom-engraved watches from the head of the Chuvash Republic.
