A public lecture for students of 10-11 engineering classes of Lyceum №4 of Cheboksary

On the 12^th of October in Lyceum № 4 of Cheboksary a public lecture "Information theory. Data compression" for students of 10-11 engineering classes was held. The lesson was given by a senior lecturer of Informatics and computer engineering faculty of I.N. Ulyanov ChuvSU A.G. Alekseyev and a programming engineer O.P. Shcherbakova.

How much information is contained, for example, in the text of the novel "Crime and punishment", in the frescoes of Raphael or in human genetic code? Science does not give an answer to these questions and will unlikely give it soon. Is it possible to objectively measure the amount of information? Currently approaches to the definition of "information amount" based on the fact that the information, contained in the message, can be loosely interpreted in the sense of its novelty or otherwise reducing uncertainty of our knowledge about the object have become wide-spread. These approaches use mathematical concepts of probability and logarithm.

Upper-form pupils learned about the Chuvash State University, graduates of Informatics and computer engineering faculty of ChuvSU, about student life and social support for students. Schoolchildren were invited to the Regional festival of students and the youth «Human being, citizen, scientist», to Academic Olympics organized by the University, to circles andpre-entry courses.

A student of the Chuvash State University Andrey Andreyev is the winner of the All-Russian boxing tournament

Some days ago a student of Russian and Chuvash philology and journalism (training program "journalism"), candidate for master of sports of Russia, a member of Chuvashia team Andrey Andreyev became the winner of the X All-Russian boxing tournament in memory of war, labour and sports veteran Mikhail Krasnov. For three days more than 200 athletes from Tatarstan, Mari El, Mordovia, Nizhny Novgorod oblast, Bashkortostan, Chuvashia defended their titles in the ring of the children-youth sports school "Asamat". In the weight category up to 64 kg among males nobody was equal to Andrey Andreyev. The meet chairman of competitions was an honoured master of sports of the USSR, World, European and USSR champion, a judge of international category (AIBA) Valery Lvov.

On the 8^th of November Andrey Andreyev will represent Chuvashia in Moscow in the All-Russian tournament of class "A". In December as well he is scheduled to participate in the All-Russian boxing tournament (Samara).

Foreign students’ council is organized at I. N. Ulianov Chuvash State University

On the 7^th of October in the Museum named after A. A. Kokel the first meeting of foreign students’ council of I.N. Ulyanov Chuvash State University took place; the council was organized to address important issues related to student life of young foreigners. The meeting was attended by Vice Rector for academic affairs I.E. Poverinov, Assistant to the Rector on general issues A.S. Emeshev, the Dean of foreign students’ faculty  Zh.A. Aleksandrova, Assistant to the Dean for organizational and legal support E.V. Sorokina, Chairman of the Student’s Council of ChuvSU I.N. Tumakov and university students from 12 countries (Tajikistan, Turkmenistan, Uzbekistan, Morocco, Egypt, Syria, Israel, Palestine, Jordan, Angola, Ghana, India).

Currently the University teaches more than 1000 foreign nationals from 43 countries of the world. They need support and assistance in adapting to life in Russia. Concerts with participation of foreign students, meetings and many other socially significant activities for strengthening friendship between peoples, cultural and linguistic exchange are organized at the Chuvash State University. The project "Dialogue of languages and cultures" has been successfully implemented.  "We will do our best for foreigners to feel comfortable," Vice-Rector I.E. Poverinov said in his speech.

On the 8^th of October the head of Chuvashia Michael Ignatiev had a working meeting with the Rector of I. N. Ulianov Chuvash State University, the Chairman of the Council of Rectors of higher educational institutions of the Chuvash Republic, the Chuvash Republic State Council Deputy Andrey Alexandrov and the Acting Rector of I. Ya. Yakovlev Chuvash State Teachers’ Training University Vladimir Ivanov.

ChuvSU Rector CSU Andrey Alexandrov told about interaction with the Russian Science Foundation, exploring opportunities for participation in competitions for getting grants to encourage investment in the development of research activities.

He also told about the projects to identify and support talented youth, open lectures for senior schoolchildren.

The President of the Republic Michael Ignatiev noted the importance of creating conditions for informed career choices made by young people in accordance with labour market needs.

On the 6^th of October a Member of the Board of the Russian Rectors’ Union, the President of the Council of Rectors of the Chuvash Republic, the Rector of Chuvash State University named after I.N. Ulianov A. Yu. Alexandrov participated in the VI Forum of Rectors of Russian and Japanese universities “Universities and society: education and science in the modern world".

Reports were made by the President of the Russian Rectors’ Union, the Rector of Lomonosov Moscow State University Academician V.A. Sadovnichy, the President of Tohoku University Satomi Susumu, Minister-Counsellor, the head of information department of the Embassy of Japan in the Russian Federation, Otsuki Kotaro, the Director of international relations department of the higher education bureau of the Ministry of education, culture, sports, science and technology of Japan Hideki Ivabuci as well as by rectors of leading Russian and Japanese universities.

During the Forum a memorandum of understanding, the agreement between the Lomonosov Moscow State University and Kobe Gakuin University; Communiqué (including a section on further work on creating the Association of universities of Russia and Japan) were signed.

On the 5^th of October I. N. Ulianov Chuvash State University was visited by the honorary doctor of the Chuvash State University, Professor of Vienna University (Austria), the author of works on history of the Chuvashs and the peoples of the Middle Volga Andreas Kappeler. In the meeting room of the Academic Council of the University there was a meeting of the scientist with the leadership, employees, academic teaching staff and students of the University.

Pro-Rector for research E.N. Kadyshev, the Dean of historical-geographical faculty O.N. Shirokov, the head of international relations department E.V. Nuzhdaeva, Professor of archaeology, ethnography and regional history department L.A. Taymasov, Professor of the Department of the Chuvash language and culture V. G. Rodionov told about contribution of the well-known scientist of Vienna University to studying the history and culture of the Chuvash people. They thanked the guest for his works and noted the importance of Chuvash history study by a foreign scholar.

Andreas Kappeler is an honorary doctor of I. N. Ulianov Chuvash State University, a member of the Editorial Board of the scientific periodical «Bulletin of I. N. Ulianov Chuvash University”, at rare books department of ChuvSU library a special fund of A. Kappeler is created.

Andreas Kappeler noted in his speech that it was not for the first time that he stayed in Chuvashia, he told the audience about the collaboration with ChuvSU scientists on a number of projects and about his new book «DieTschuwaschen: EinVolkimSchattenderGeschichte» --  “The Chuvashs. People in the shadow of history” devoted to the history and culture of Chuvashia (published in August 2016 in the German language).  The book evoked great interest among the attendees, they asked numerous questions, which were in detail answered by the scientist. In a new book, as in his previously published monograph "First nationalities of Russia: the Tsar's Empire and the peoples of the Middle Volga region from the 16th to the 19th century", Vienna University Professor makes the history of the Chuvash people the world heritage of historical science by including it to the number of historical peoples of the world. Scientists of Chuvashia are planning to issue the new work of Andreas Kappeler in both Russian and Chuvash languages.

A meeting with representatives of innovative electrical cluster of the Chuvash Republic

On the 4^th of October a working meeting with representatives of Innovative electrical cluster of the Chuvash Republic was held at I. N. Ulyanov Chuvash State University: It was attended by representatives of the joint-stock company "Cheboksary electric equipment plant”, LLC research and production enterprise "EKRA". The Rector of the University A. Yu. Aleksandrov, HR-Director of CJSC "Cheboksary electric equipment plant » S.A. Koltsov, the head of electric drive department of research and production enterprise “EKRA" V.I., Vishnevsky, a resource centre specialist of CJSC "CHEAZ" T. N. Mazikova, Deputy Director for personnel of research and production enterprise "EKRA". "N.P. Schweigert, Director of the Center for work with gifted youth of ChuvSU. Troeshestova, the head of ChuvSU career - guidance center O.N. Vasileva took part in the meeting.

During the meeting they discussed and reached an agreement on organization and conduct of an academic competition "Hope of electric engineering of Chuvashia" in mathematics and physics for upper-form pupils and students of electromechanical college in February 2017. The academic competition aims at promoting technical education, targeted support of gifted upper-form pupils and students. When entering ChuvSU the winners will be assigned scholarships by the companies for the whole period of study at the University.

On the 30^th of September within the framework of the meeting of the Council of the Russian Rectors Union, which was held in the University of Samara, a working meeting of the President of Rectors Council of the Chuvash Republic, the Rector of the Chuvash State University named after I.N. Ulyanov, a member of the Russian Union of Rectors A. Yu. Alexandrov with the Head of the Federal Agency for Youth Affairs, S.V. Pospelov took place. They discussed issues of cooperation to implement state youth policy, participation of students in youth educational forums and grant projects.

I.N. Ulianov Chuvash State University hosted the IV All-Russian scientific Conference “Nanostructured materials and converting devices for solar energy”

On the 29^th-30^th of September I. N. Ulianov Chuvash State University hosted the IV All-Russian scientific conference with international participation "Nanostructured materials and converting devices for solar energy". The conference organizers were: I. N. Ulianov ChuvSU, Association of young physicists of Chuvashia with the financial support of the Russian Foundation For Basic Research, with the support of LLC «NTC TPT» (a subsidiary of “Hevel” LLC) and St. Petersburg State Electrotechnical University "LETI" named after V.I. Ulianov (Lenin), the Ministry of education and youth policy of the Chuvash Republic, International Association for alternative energy and ecology.

At the plenary meeting of the Conference welcoming statements were made by the Pro-Rector on scientific work of ChuvSU Professor E.N. Kadyshev, Deputy General Director of LLC «NTC TPT» E.I. Terukov, Chairman of the Association of young physicists of Chuvashia, conference organization project manager, A.V. Smirnov. The Conference was attended by students, young researchers, postgraduates, professionals of innovative enterprises, scientists, who made reports on the development of nanotechnology and solar energy in Russia. Geography of works accepted for publication in the collection of scientific papers covers studies of scientists from Cheboksary, St. Petersburg, Moscow, Kazan, Penza, Omsk, Ukraine, Uzbekistan, Israel, etc.

The main objective of the Conference was to identify the most relevant and promising directions of developments, promotion and further research of postgraduates and young scientists.

The Conference included reports on the results of experimental, theoretical and applied research, grouped by main headings:

- photovoltaic converters on a thin-film basis;

- physical principles and effects of photovoltaic converters ;

- converting devices; semiconductor structures for alternative energy engineering and related applications;

- practical mastering of monitoring technology of operational modes of  solar power plants, installation of solar modules in energy-saving systems and the prospects of their application; installation of wind and hydrogen energy.

Within the framework of the Conference a working meeting of ChuvSU Pro-Rector for research E.N. Kadyshev with the head of "LETI" Professor V.P. Afanasiev, Deputy General Director of LLC «NTC TPT» E.I. Terukov, ChuvSU Professor Kochakov V.D. took place, where issues of staff training for solar energy enterprises and projects implementation in the field of solar power plants were discussed.

Field lectures of representatives of St. Petersburg State Electrotechnical University "LETI" named after V.I. Ulianov (Lenin), of Physical-Technical Institute named after A.F. Ioffe and LLC ««NTC TPT» at the photovoltaic panel  plant  “Hevel” LLC were held.

For the Conference participants excursions to the solar energy laboratory of ChuvSU and the Interuniversity laboratory of high technologies (ChuvSU-MSU) were organized, during which Professor of applied physics and nanotechnology chair V.D. Kochakov acquainted the guests with analysis data of monitoring system of solar power plant of the Chuvash State University and prospects of carbon nanotechnology development .

The most promising research papers of the conference will be published in the journal Int. J. Alternative Energy Ecol.

More than 60 students of the Chuvash State University took part in the action «Young Donor’s Day»

On the 27^th of September within the framework of the project "Donated blood gives life" the Volunteer Center of I. N. Ulianov Chuvash State University together with the Republican blood transfusion station organized «Young Donor’s Day», attended by more than 60 students. Each participant received a certificate, and students who reached the age of majority at the time of the action, were presented gifts from the station – branded badges and certificates.

The project "Donated blood gives life" has been implemented since 2014. Actions and events hold within the project’s framework attract attention of the public, including young people, to problems of blood donation. Participation of the Chuvash State University students in the project confirms their active and responsible stance, because unpaid blood donation is an honorable mission. It is very good that young people do not remain indifferent in this mission. 

I. N. Ulianov Chuvash State University for the third time became the winner of the All-Russian competition "New staff for the military-industrial complex-2016»

For the third consecutive year, I.N. Ulianov Chuvash State University has participated in a competitive selection of projects in improving the content and technologies of students’ targeted training at Federal State educational institutions of higher education subordinated to the Ministry of education and science of the Russian Federation, for the benefit of the military-industrial complex organizations ("New staff of MIC-2016”).

Within the competitive selection six projects aimed at training of 24 students were prepared. By the decision of the competition commission four projects directed at two-year targeted training of 18 students (the sum of subsidies of the Russian Defense Ministry is 1 million 548 thousand rubles) were named winners.

Enterprise-Partner of the University in the project "Training of highly qualified staff in the field of modeling embedded control systems of high-mobility is the JSC research-production complex “ELARA named after G.A. Ilyenko" (the sum of joint co-financing with the faculty of radioelectronics and automation is 516 thousand rubles).

The University partner in projects “Training of highly qualified staff for the MIC in the field of software for automated control systems of an enterprise", "Training of highly qualified staff in the field of design and technological maintenance of machine building manufactures", "Bases of designing and production of complete electrotechnical devices" is the JSC "Cheboksary electric equipment  plant” (the amount of joint co-financing with the faculties of Informatics and computer engineering, energy and electrical engineering, machine-building faculty is 1 million 80 thousand rubles). 

I.N. Ulianov Chuvash State University is an active participant of the first city festival of science

On the 26^th of September the Palace children (youth) creativity of the town of Cheboksary gathered young researchers at the first city science festival. Participants in the festival were about 200 schoolchildren of 7-11 classes of educational institutions of the capital of the Chuvash Republic. They presented their projects: 64 poster presentations in 7 scientific fields; master classes in mathematics, biology, chemistry and technology; the latest developments in science and technology at the exhibition “Area of science”. 

I.N. Ulianov Chuvash State University became an active participant of the first city festival of science. The mount of the faculty of applied mathematics, physics and information technology clearly demonstrated the mechanism of generating electric energy using solar panels. Students of construction engineering department headed by the head of architecture and design chair L.A. Sakmarova told about a free society for children "Architect" and the Olympiad "Drawing" and demonstrated works of students of the faculty. Special interest in children caused architectural projects created using 3D modeling technologies.

Students of the faculty of Informatics and computer engineering under the supervision of engineer O.P. Shcherbakova told the guests of the festival about programming school for children that functions on the basis of the faculty. Those interested in computer science were invited to autumn school and courses for getting ready for state examinations and Olympiad tasks solving. The head of the legal clinic of the University I. A. Soshko told the guests of the festival about scientific circles, conferences, autumn schools organized for students at the law faculty of ChuvSU. Students of the faculty of management and social technologies invited to the scientific circle, working at the department of social and clinical psychology.

Let’s intensively study the Chinese language!

Cooperation between the Chuvash State University and universities of China is gaining momentum. Today it takes form of not only friendly meetings in Chuvashia or in China but training of our students in China and Anhui University graduates at ChuvSU as well. On the 8^th of September listeners of the program "Intensive Chinese language course" had their first lesson. The head of international relations department Nuzhdaeva E.V. teachers Lee Meytcin and Huang Xinghua told us in what way the new course differed from the previous ones, what purposes it had.

In 2013 9 persons mastered the language of the Celestial Empire under the strict guidance of Cheng Meyciyao, a graduate of the Russian language Faculty of Hainanese State University. In 2015 classes with those wishing to study the basics of the Chinese language were given by the Director of the Centre for Russia study at Anhui State University, a postdoctor of Heilongjiang State University Shi Hunshen. More than 20 people attended courses, now 10 of them have already gone to China by academic mobility program with training and living at the expense of the Chinese side for 2016/2017 academic year to three provinces of China. Our students are in Hefei city of Anhui Province, in Guiyang City, Guizhou province and in Kajfeng, Henan province. Chinese friends have provided our students with this opportunity because they confer great hopes on ChuvSU and believe in our open soul.

Today Chinese classes at ChuvSU are given by graduates of the Russian language Faculty of foreign languages Institute at Anhui State University, Lee Meycin and Huang Xinghua. Girls entered the 1^st course of master study at historico-geographical faculty. E.V. Nuzhdaeva believes that successful studying a complicated language requires a long-term program. Thus, the course is designed for 118 hours: classes will be held twice a week from September to May. During a year you can acquire skills of oral speech, overcome difficulties in studying hieroglyphs, master features the Chinese intonations. Young teachers are among the best graduates of the faculty, they are responsible and experienced. Lee Meycin and Huang Xinghua worked as volunteers for a long time, they accompanied the Russian and Ukrainian delegations in Hefei, held excursions and worked as interpreters. The girls have two author's programs: one for children of the middle and senior school age and the second – for students and those who already have basic knowledge. 14 studentsand 30 adultshavealreadybegunstudying. Jointhem!

Large and promising work on cooperation in the fields of politics, economy, culture and education is performed in Russia and China. Our region does not remain on the sidelines. At the moment we are engaged in a contest with Russian Foundation for Humanities grants with a research project about Bichurin legacy. This study is conducted by the director of the Center for the study of China and the Chinese cultural center, opened in ChuvSU, M.N. Krasnov and Shi Hunshen.

A student of Chuvash State University Department of journalism Anastasia Olangina isthewinner of the Republican contest ofanti-corruption orientation

On the 12^th of September at the Ministry of information policy and mass media of the Chuvash Republic a joint meeting of commissions for summing up the two contests of anti-corruption orientation of 2016 took place: for the best coverage of the fight against corruption and for development of social advertising scenarios. The jury consisted of representatives of Administration of the Head of the Chuvash Republic, Ministry of Justice, Ministry of Internal Affairs of Chuvashia, Ministry of information policy and mass media of Chuvashia, Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications in the Chuvash Republic and regional Union of journalists.

Members of the Contest Committee unanimously decided on the winners of the contest among journalists. The plot prepared by a student of the Department of journalism of I. N. Ulianov Chuvash State University, television editor of the national television and radio company of Chuvashia Anastasia Olangina was recognized by the commission as the best TV material telling about fight against corruption in the Republic.

The winner will receive a diploma and a valuable prize.
