I.N. Ulyanov Chuvash State University Became a Winner of the Competition of Student Associations' Activity Development Programs

On October 22, at the Ministry of Education and Science of the Russian Federation, there was a meeting of the committee to determine winners of the competition of activity development programs proposed by student associations of higher educational establishments, which are to be implemented in 2016. I.N. Ulyanov Chuvash State University became one of the winners of this competition.

The competition was held by the Ministry of Education and Science of the Russian Federation with the aim of developing the student self-government system and increasing the role of the student community in solving social and economic problems in cities, regions and the country. In total, 217 applications were submitted for the competition, 188 educational organizations were admitted for participation. At the end of the meeting the competition committee announced a list of 145 educational organizations, winners of the competition of student associations. The winners of the competition aimed at ensuring effective activities of student associations will be provided with federal budgetary funds for implementation of their activity development programs.

In accordance with the order of the Ministry of Education and Science of Russia of September 3, 2015 № 967, a 2016 competition of activity development programs of student associations at higher educational establishments was announced.

During the four years of the program implementation, more than 5 billion rubles were allocated: 2.4 billion rubles for 2012–2013, 1.3 billion rubles for 2014 and 1.3 billion rubles for 2015.

The funds are provided for student associations of educational organizations (the sum of grants can amount up to 20 million rubles annually) for various student initiatives, for example, student scientific societies, sports clubs, volunteer associations, inter-university events and others.

A Postgraduate Student of I.N. Ulyanov Chuvash State University  Was Awarded a Grant of the President of the Russian Federation

By the order of the Ministry of Education and Science of the Russian Federation of October 13, 2015 Alisa Gennadyevna Krasnova, a postgraduate student of the department of applied physics and nanotechnologies, I.N. Ulyanov Chuvash State University, was awarded a grant of the President of the Russian Federation for the academic year of 2015-2016. Viktor Sergeyevich Abrukov, Prof., Doctor of Physics and Mathematics, acts as her research advisor.

September 21-24 – Florence (Italy) hosted the World Engineering Education Forum WEEF-2015. The Forum was attended by more than 600 representatives of engineering education community and business from all over the world. The Russian education community was represented by delegations from Moscow, Kazan, Tomsk, Yekaterinburg, and Kaliningrad. E.L. Nikolaev, Head of the Department of Social and Clinical Psychology of I.N. Ulyanov Chuvash State University, took part in the work of WEEF-2015 Forum and gave a report in the panel “Academic-Industry Partnerships”.

The event was arranged by such established international organizations in the field of engineering education as IFEES (International Federation of Engineering Education Societies), GEDS (Global Engineering Deans Council), EEDS (European Engineering Deans Council), SEFI (European Society for Engineering Education), IACEE (International Association for Continuing Engineering Education), IGIP (International Society of Engineering Pedagocy) and others. The University of Florence provided much assistance in organizing and conducting of this large-scale event.

There were more than three hundred reports and presentations, along with over seventy poster presentations, at the Forum.

The world’s leading practitioners successfully conducted workshops on the first day of the Forum. World-known professors read lectures at the plenary meetings. All submitted reports underwent preliminary multi-stage selection and careful review by international experts not only for the relevance and novelty, but also for the quality of writing in English.

Numerous discussion platforms of WEEF-2015 Forum were dedicated to such issues as academic-industry partnerships, pre-graduate and further education, national and international accreditation of educational programs, as well as factors of impact that globalization has on further development of engineering education. At the Forum, Chuvash State University established new contacts with foreign organizations and specialists, directed at effective development of international cooperation in the field of professional education.

I.N. Ulyanov Chuvash State University Became a Winner in All-Russian Competition  “New Specialists of MIC – 2015”

The Ministry of Education and Science of the Russian Federation announced the results of the All-Russian open public competition, held among Russian higher education institutions, to support projects related to developing systems of training of specialists who will work in the sphere of military-industrial complex (“New Specialists of MIC – 2015”). The country's leading technical institutes and universities took part in the competition organized for the second year in a row. The competition is directed at improving the quality of educational programs and human resources in the MIC sphere.

The competition committee headed by Deputy Minister of Education and Science of the Russian Federation A.A.  Klimov chose winners in two competition categories: the best projects of infrastructure support of targeted training in the interests of MIC organizations and the best projects of targeted training programs carried out by educational organizations in cooperation with MIC organizations. I.N. Ulyanov Chuvash State University became a winner of the All-Russian competition in the category “Best projects of targeted training programs carried out by educational organizations in cooperation with MIC organizations”. The partners of the university were JSC "Cheboksary Electric Apparatus Plant" (JSC "ChEAZ") and JSC “CPA n.a. V.I. Chapaev”. 

The funds provided by the state for the period of implementation of the selected projects in 2015-2017 will be directed, primarily, at the development of targeted training courses for students who intend to work for certain companies, which are held by higher education institutions in cooperation with defense enterprises. 32 students of Chuvash State University will undergo targeted training based on the technologies of the partner enterprises.

Mikhail Ignatyev and Nikolay Fyodorov Met Law Students of I.N. Ulyanov Chuvash State University

October 13 – Mikhail Ignatyev, Head of the Chuvash Republic, and Nikolay Fyodorov, First Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, met law students of I.N. Ulyanov Chuvash State University. It should be noted that it was Nikolay Fyodorov’s first official visit to the Chuvash Republic after he had assumed the new office. The meeting was also attended by Sergey Kudryashov, Deputy Minister of Education and Youth Policy of the Chuvash Republic, and Andrey Aleksandrov, Rector of Chuvash State University.

While welcoming the students, Mikhail Ignatyev said that I.N. Ulyanov Chuvash State University is the largest center of education and science in the Chuvash Republic. “Based on the results of monitoring conducted by the Ministry of Education and Science of Russia, the university was recognized to be an effective higher educational establishment”, he underlined.

The Head of the Republic emphasized that supporting youth is a top-priority direction of the state policy in Chuvashia. It is to be recalled that the first Address of the Head of the Chuvash Republic Mikhail Ignatyev to the State Council for 2011 was called “We should believe in our youth!”. This document determined strategic directions of supporting youth initiatives and creating conditions for professional and creative self-fulfillment of young people.

Mikhail Ignatyev drew the students' attention to the fact that in the Republic of Chuvashia financial backing is provided to children and youth non-governmental organizations and grants are awarded for implementation of youth projects.

The Head of Chuvashia also thanked the would-be lawyers for their active participation in large-scale republican and international events such as XXII Olympic Winter Games in Sochi, XXVII World Summer Universiade in Kazan, International Sport Forum “Russia – Country of Sport”.

Mikhail Ignatyev underlined that Chuvashia has favorable conditions to receive not only higher education but also high professional qualification; however, it is necessary to study a lot to get high-quality training and broad knowledge in the university. The Head of the Republic said that, despite a sufficient number of graduates of law higher education institutions, authorities of all levels experience a shortage of knowledgeable lawyers. 

Nikolay Fyodorov, First Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, subscribed to the words of Mikhail Ignatyev: “The Head of the Republic said a lot of right things, I share his opinion”.

He also reminded the students of the famous Latin expression “Panem et circenses!” (which means “Bread and Circuses!”). “If, instead of bread and circuses, the subject of Romans' aspiration had been not only bread but justice, the history of the world civilization would have been another”, he said. The senator instructed the would-be lawyers that, while making their career, they should not be guided by vested interest, but should rise to the responsibility imposed on them, live up to the expectations invested in them and think about genuine values of human existence.

Rector Andrey Aleksandrov spoke briefly on the successes and achievements of the university and on behalf of those present congratulated Nikolay Fyodorov on the new appointment.

At the meeting the honored guests answered the students' questions. The students were interested in youth policy, patriotic education, prospects of law education development, support of youth initiatives and other issues.

While answering the students' questions, Mikhail Ignatyev emphasized: “The future of Chuvashia and the country depends on youth. The government of Chuvashia is eager to support socially important youth initiatives and projects”.

It should be added that the law faculty of Chuvash State University was founded in 1991. It includes departments of theory and history of the state and law, criminal law disciplines, civil law disciplines, public law, financial law, advocacy.

The faculty is furnished with modern training equipment and has well-equipped classrooms. There are multimedia classrooms, computer classrooms, a forensics laboratory, a forensic testing site, a hall for court hearings, and a law school clinic.

Students undergo on-the-job training in law enforcement agencies, courts, public prosecution offices, the Chamber of Lawyers of the Chuvash Republic, government bodies.

The results of public accreditation by the Association of Lawyers of Russia and state accreditation by the Ministry of Education and Science of Russia in 2012 confirm the high quality of training of law students.

Chuvash State University Delegation Paid an Official Visit to People’s Republic of China

September 28 - October 1 – The delegation of I.N. Ulyanov Chuvash State University headed by Rector A. Yu. Aleksandrov paid an official return visit, at the invitation of the Foreign Affairs Office of Anhui Province and its partner Anhui University, to People's Republic of China. Last year Days of Anhui in Chuvashia were held at the premises of Chuvash State University. This time Days of Chuvashia were arranged in Anhui University.

The delegation of I.N. Ulyanov Chuvash State University was greeted by the Anhui University authorities, headed by its President, Mr. Cheng Hua. The official opening ceremony of Days of Chivashia began with a welcoming speech of the President of Anhui University and presentations of the Chuvash Republic and I.N. Ulyanov Chuvash State University held by Rector A. Yu. Aleksandrov.

The varied program of the stay in the People's Republic of China also included negotiations with the delegation of Anhui Polytechnic University headed by its President, Mr. Ye Changlin, and Director of the Office of International Exchanges and Cooperation, Jin Chengxing, on signing a cooperation agreement. The Chuvash State University delegation met the Anhui Provincial Administration headed by Deputy Director-General of the Foreign Affairs Office of Anhui Provincial People's Government, Mr. Lu Youqin.  Perspective directions of cooperation were discussed at this meeting.  

The results of the visit to the People's Republic of China were arranging classes of a Chinese language teacher at I.N. Ulyanov Chuvash State University in 2016, organizing a joint conference dedicated to the 70th anniversary of World War II end, arranging academic exchanges of students and professors, as well as scientific publications in journals of partner institutes and universities.
